Sandy Homeowner/Renter Assistance Program
Notice is hereby given that the Monmouth County Department of Human Services, through its Division of Planning and Contracting, anticipates the availability of $9,526,400 in Sandy Homeowner/Renter Assistance Program (SHRAP) funds. This funding is a temporary relief program designed to assist individuals and families who are experiencing a housing crisis as a result of Superstorm Sandy. The SHRAP funds are one time only and are not expected to be available beyond September 30, 2015.
The Division of Planning and Contracting, under a competitive contracting process through the Monmouth County Division of Purchasing, will be accepting sealed proposals for the following service priorities:
- Housing (Current or Retroactive)
- Mortgage payments/arrears
- Rent payments/arrears
- Security deposits
- Rent subsidies
- Utility payments/arrears
- Essential household items (bed plus linens, crib plus linens, dining furniture, washing machine, clothes dryer, refrigerator, sofa, air conditioner, lamps, dresser, microwave, stove, pots and pans, dinnerware, towels, hot water heater)
- Case Management
The complete Request for Proposals (RFP) and the application packet are available on and after October 7, 2013. A copy of the Request for Proposal, the application packet and/or other information may be obtained by registering with Purchasing and downloading the specifications at www.visitmonmouth.com/purchasing under “Upcoming Competitive Contracts.” Only after registering with Purchasing, potential applicants may then request that the application packet be sent to them electronically in Word format by emailing email@example.com or calling Judith Diaz at 732-683-2174.
An optional technical assistance session is scheduled on Tuesday, October 15, 2013 at 10:00 A.M. at the Monmouth County Human Services Building, 1st Floor Conference Room, 3000 Kozloski Road, Freehold, NJ 07728.
Sealed project proposals are due back to the Monmouth County Division of Planning and Contracting no later than Wednesday, October 30, 2013 at 10:30 A.M. Proposals will be opened and contents publicly announced at the Monmouth County Human Services Building, Conference Room #255, 3000 Kozloski Road, Freehold, NJ 07728, at 10:30 A.M. on October 30, 2013.
The resulting contracts for the SHRAP funds will be for a period commencing upon award of the contracts through September 30, 2015 subject to the availability of funds and to the continuing satisfactory performance by the provider of service. We anticipate the SHRAP funds are one time only. Successful applicants will be required to comply with the Equal Employment Opportunity requirements of N.J.S.A. 10:5-31, et seq. (N.J.A.C. 17:27).
